While you say Congress, that means "At least 218 members of the House, and at least 67 members of the Senate". If you can list that many members that would want to hold him accountable for anything, ever, sharing that list would be great. I don't see it.

For all the veneration of the "wisdom of the Founding Fathers" they designed a system with some pretty clear vulnerabilities, and "A pro-Tyrant Congress" is one of them.

He was still able to be governor and run for Congress. We don't have laws in place preventing these people from holding public office.

Massie is, as far as I know, the sole Republican giving any pushback. And I just want to point out, while he is proposing a bill that would prohibit US involvement in Iran without Congressional approval... That is already the law, in statute and Constitution. And Trump ignored it already.
