$3.2 billion is a big number in absolute terms, but it's a drop in the billionaire wealth bucket. Ideally, if someone's wealth increased by, say, $50 billion in a year (not uncommon for billionaires), they'd pay 30%+ tax on that increase: $15+ billion.
