I know it prob doesn't matter in the grand scheme of things, but I feel so ashamed of it and don't know how to catch up. It's somewhat because of my workload and somewhat bc I don't really work effectively.

I wouldn't feel bad. Every place is understaffed these days if an employer wants things done on time they should hire more people!

The insurance industry has a severe aging out problem. There's tons of people who are 55+ and barely anyone who's 30-45, the age where they've got a decent amount of work experience but can still usually advance more.
The other problem which exacerbates this is that the industry is extremely not amenable to anyone who isn't On The Track so to speak. So basically only hiring "young talent" straight out of college rather than taking a chance on someone with 12 yrs experience in an industry with transferrable skills
And then nobody has the time to train the new college grads so they either figure things out by themselves or just stay stagnant. I have so many criticisms of how this industry does things.
I would suggest they put you in charge of things but I don't think you want any more promotions!
