The speed limit for bikes is the same as it is for cars. The speed limit for an electric is 15mph. Turn off the motor and pedal, and you can legally go up to the speed limit for cars. Get up to 15mph with the motor, and you can continue pedaling to any speed LEGALLY. It's unenforceable.
