There is no reason for reassignment surgeries to be lumped together with other medical care. No one is providing surgical gender reassignment surgery for children under 18 and certain gender-affirming surgical procedures for U18s like breast reduction and male gynecomastia are not reassignments.
Gynecomastia, in case you're not aware, is the removal of breast tissue in males; adolescent males often grow out of having "man boobs" but hey, who are we to tell parents they can't help their kid feel better about themselves? This surgery can be performed in under-18 yo's in some cases.

I graduated from Purdue University, and one of the greatest joys in my life was when someone from California or somewhere said, "Wow, you went to an Ivy League school!?" I laughed out loud at the thought of how offended some Eli would be about that.
If you ever took classes at both an Ivy League and a second tier school you wouldn't say that. The educational standards they upheld were substantially more rigorous. Like, assigning forty pages of reading and assuming the students did it rather than just reading it to them.
Yeah, I went to Purdue, a land-grant state university, and that sounds like my education. Only it was more like 100 pages of reading, not 40.
Also claiming the Ivies are the only top-tier schools is extremely biased toward the subjects they are "known" for. If you search the college rankings for Best Engineering schools there's not an Ivy in the top 10.

University hospital doesn’t just take care of students. They are usually regional centers that handle complex care that local hospitals don’t provide. These hospitals are affiliated with a medical school and research centers.

Universities don’t perform medical procedures. Health care providers perform medical procedures. A university is not a healthcare provide. Brown UnIversity Hospital is a separate legal entity from Brown University.
Some of us started college at 17 or even 16. That's a "minor" legally. Brown also hosts summer pre-college programs for high school students.

The problem is kids want to be a dog when they're 10 yrs old. You can't allow a minor sex surgery or drugs to alter their sex until they're 18. That's why they're a minor, that's why they're protected because their brain hasn't matured yet. I wanted nose surgery but my parents made me wait until 18.

Gender research and healing is different than biology. It’s always some issue they can’t abide while at the same time hating things that people can’t change. Will republicans attempt to halt heart surgery? Will they block stem cell treatment? If it’s not part of their body it’s not a concern.

President Paxon's letter says that it doesn't apply to the medical school or its affiliated hospitals and medical practices. (But there is a student health service that presumably prescribes.) I don't trust the regime to maintain that distinction.
Are there ANY under 18 trans students who receive care at Brown's student health center? Wouldn't surprise me if there are 0. Extremely few under 18 students at universities generally; I was one for 3 months of freshman year. This clause is bad, but largely performative unlike many other parts.
To your point, it's probably a benefit that faculty, staff, admin and covered family members can use the health center for physicals or urgicare type visits which could explain, but even adding in edge cases like these it's going to be very, very low you'd think, statistically.

As an alum of a tiny liberal arts college, it’s quite fascinating to watch in real time as the elite Ivies expose themselves as cowardly institutions that don’t actually believe in their principles.
Why would a private school even entertain this? The “small gov’t” party uses such obvious double speak. They are all now confidence men, what is the endgame? Why such hatred? Why do their supporters want to be victims so badly?
