This is pretty heartless. Some rural hospitals aren't that important, but some are. Not everyone who lives in such areas voted for Trump. ->

There are plenty of rich people who can be taxed in all states to help with budget difficulties. They've been getting away with contributing too little for years.

The question was "what would you propose". Who knows if anything can get done by dysfunctional governments, so supporting hospitals may be an idea as moot as raising taxes.
