I think it has to be a combination of things. It has to involve letting the ICE agents know they are breaking state law if they deny people their right to vote (assuming laws like that exist, I’m not a lawyer) and aggressively enforcing those laws
Anything that might cause an ICE agent to rethink their actions would be helpful.
It will also require law firms, working pro bono if possible, willing to represent people who have been denied their right to vote to make sure that they get it before certification, which takes a long time in the US
It will also involve working with community leaders and organizations (religious leaders, aldermen, state/federal reps, etc.) to make sure that there is messaging and support for the community so they know what rights and protections they will have available to them.
That is not an exhaustive list, but it is important for us to remember that no one single thing got us into this mess, and no one single thing will get us out.

2026 primaries are going on now. The candidates are declaring and campaigns are forming now. We all need to be engaged in our local areas. Support the candidates of your choosing. Work on their campaigns etc. we the people determine who runs.

The fact that no Dems have, to my knowledge, come out and said "if you work for ICE in these illegal raids, we will find you and prosecute you." They'll have the pay stubs, it won't be hard.
All they need to do is pass a law that says qualified Immunity is only a thing if you were doing a thing that was legal and compliant with all agency policies (and, if it involved things like "less lethal munitions", followed manufacturer recommendations on use).

On a community level, we should be organizing polling groups. On a state level, perhaps there should be nat’l guard mobilization? Though that runs a risk of conflicting orders in the chain, and at that point who knows if it’s a good idea.
Maybe SRA chapters and JBGC groups should be supervising from a distance, but the risk there is escalation.
