Challenges to the fact/duration of confinement fall within the core of habeas. If challenging detention by the feds, it falls under 28 USC 2241 & must be filed in the jurisdiction where the person is detained. The key is to file ASAP & get an order prohibiting transfer. Difficult to do for most.
