But that's not the operative language now anyway, the 14th Amendment is. "counting the whole number of persons in each State, excluding Indians not taxed." That last bit is obsolete but it shows they knew "persons" included non-citizens, or else no need to exclude a group who weren't citizens then.

The Constitution isn't always a model of precise clarity, but its authors knew how to say person when they meant person and citizen when they meant citizen. Especially in the 14th Amendment which carefully uses both, and Section 2 which uses "citizen" as a qualifier in the very next sentence.
