Let's extrapolate this out to a national state unit level (which liberals also love to do). How did your state of Nebraska vote and should the people of Omaha who generally voted differently but are stuck within the larger Trump voting political unit be punished for that

Yes. That's how voting and living in a society work, on the most basic level. Thankfully Omaha has the population base to eat these cuts without too much trouble, but that means they will be cutting rural outreach which costs more and serves fewer people.
