CA is definitely different than TX in terms of voters but the TX GOP is completely lawless, completely owns & controls its state Supreme Court and SCOTUS majority is gutting the VRA in serial fashion
The reason you can draw a 52-0 CA map but it's not possible to draw a 0-38 TX map is a function of distribution and population. In raw numbers there's way more CA Dems than there are TX Republicans, and as a matter of percentages there's way more TX Dems than CA Republicans. -OS

It’s where the word comes from! Gov. Elbridge Gerry of Massachusetts approved a state senate district map with awkwardly shaped districts to boost the Democratic-Republicans, one of which resembled a salamander. It was dubbed the Gerrymander, and the name got tied to the practice.
