False question. Cultural factors outweigh superimposed 'economic politics'. To be blunt, the Russian revolution failed because Russia is culturally peasant. The Chinese Communist Party succeeds because Chinese east Asia is Confucian. The EU succeeds because the NAZIs proved a point: 'don't do this'.
Outcomes aren’t determined, only influenced by, culture. You also gave a selective history. There are measurable, real outcomes & coercion levels & real-world evidence that show systems succeed (or fail) regardless of culture. Culture is intertwined, but not the cause of all things. 1/
