I don’t know of any landlord that has raised rents to that extent and kept tenants. Markets decide rates.

So one of buildings in question is in poor condition with no leases. It’s not a charity. I’d raise the rents and put in place leases with occupancy limits per the city. Pretty simple.

No leases on file. Read the article. If you don’t have a leas, then you revert to month to month. The buildings need maintenance and that costs money. People don’t get how this works as they’re used to mommy and daddy paying the bills. Time to grow up.

Where do you think that budget comes from? From the rent. If you own a condo, then every owner pays an HOA fee and part of that is for reserve. Same thing, you do the same with a house.
Chicago already has very strong tenant rights legislation. Where is it law that tenant unions have collective bargaining power? I don’t believe that’s a thing and in a tight renters market, a landlord can dictate the terms. If you don’t like it, move.
