The judge still has some enforcement options here - he can issue fines (preferably escalating daily), he can hold people in the administration in contempt, etc. With contempt, there’s the risk that DOJ will prevent any kind of actual enforcement, and then the real Constitutional Crisis begins.
According to Marc Elias the judge can appoint his own Marshall to make arrests. After that I have no clue what happens.
He could hold the DOJ attorneys in contempt at the next non compliant hearing and order them jailed until full compliance by DOJ admin.

Contempt charges can be used be their bar associations to revoke their law licenses, so that would be VERY helpful. Let one or two of them lose their licenses and it’s going to be a lot harder to convince others to start pulling Trump’s BS for him in court.

DOJ doesn't control enforcement- the judge can deputize someone- court bailiffs for example since they can carry guns- to arrest the contemnors and have them held in jail until they comply under a civil contempt order.This assumes that DC police wouldn't defy a court order and would jail them.
