"During window of those orders" mean, if the order is not extended, one picosecond past their expiration, they'll remove him, no matter any "understandings" or "agreements" that they will wait for some future decision.
If the orders are suspended, even for an hour, by some appeals court, they will disappear him before any counter-appeal can be filed. They will not "play by the rules" and follow any expected precedents or codes of behavior.
These are utterly evil, conscienceless creatures. They have no concept of morality, ethics, or law, except as things other people believe in which they can exploit. They believe they will face no consequences, and act accordingly.

One question a judge asks before accepting a plea is if the person is only pleading guilty because he's being promised an easier outcome. Seems to me like he'd have a hard time answering that with a straight face.
