As I understand it, any bill that the GOP puts forward can be filibustered, in which case they'd need 7 Dems to join with them to pass it. So Dems can extract a price if they want to--or, if a deal can't be reached, the GOP can eliminate the filibuster with 50 votes.
That would be the dynamic in a well-functioning legislature, but Dems don’t need to filibuster if Republicans don’t have the votes to pass the bill in the first place.
I feel like if all they needed to muster was 50+1 and 218 in the House, the GOP could pass a party-line spending bill--but maybe I'm wrong, I'm open to correction.
