The Republicans were scared of a recount as it was close, and they made a deal with the southern Democrats to end reconstruction if they ended their opposition to the election. The problem goes back further. COTUS framers punted off the slavery question, calling it "states' rights." States rights is what we had under the Articles of Confederation. COTUS was supposed to define a nation, but devotion to states rights turns it into Articles of Confederation, version 2.
