It could be fraud or just careless spending. The fraud comes in if they were taking kickbacks. I also expect to see some Republicans involved too. Im not sure why your side is making this a partisan issue. Fraud and wasteful spending is an American citizen issue. Proof will come.

Most investigations take time to sort out. The Muller report took a long time. There has to be redactions to make sure no ones personal info is exposed and many other reasons. Its unreasonable to expect an investigation to come up with results right away.

But you're still going to call it fraud in the meantime, and you seem to not want to acknowledge that part.
