I studied satire in college! the problem with categorizing this as satire is its only conceivable target is saying Newsom supporters are no different than Trump supporters & if that's the actual joke then I am fully onboard with it but that does NOT seem to be how it's being received by its audience

It's not saying a damn thing about Newsom supporters. Again, the definition reads "the use of humor, irony, exaggeration, or ridicule to expose and criticize people's stupidity or vices," and that's exactly what it's doing - ridiculing Trump and Trump supporters with humor and exaggeration.
