Do these base the pink vs green on the actual road the property is on or just a broader calculation? Does it take into account private roads or provincial roads?

Broader calculation. Road costs estimated based on lot size and annualized road maintenance costs from the literature ($13k per lane km). It doesn't take into account road ownership, but private roads are pretty rate, so it wouldn't change the big picture.

Private roads are rare, but some exurbs are on provincial roads, so the costs obviously still exist, but aren’t being funded by property taxes.

For example, in district 11 there are zero municipal roads south of Lieblin Park or south of Herring Cove.

Screenshot of HRM’s snow clearing roads overlayed over the Sambro loop. You can see priority 1 & 2 roads in Spryfield and Herring Cove, but the rest of the loop is blank because HRM does not do any of the snow clearing on those roads.

There are fewer pink dots in the suburbs than I was expecting

The provincial/local road boundary looks something like this (approximately). There are patches on either side, but you get the idea.

The province has been slowly unloading responsibility for some roads in the burbs to the city, which likely makes the city’s budgeting more difficult. www.halifax.ca/transportati...

Oh, I'm sure. "Here's a road. None of the properties on it can generate enough revenue to pay for it. Good luck!"
