Broader calculation. Road costs estimated based on lot size and annualized road maintenance costs from the literature ($13k per lane km). It doesn't take into account road ownership, but private roads are pretty rate, so it wouldn't change the big picture.
Private roads are rare, but some exurbs are on provincial roads, so the costs obviously still exist, but aren’t being funded by property taxes.
For example, in district 11 there are zero municipal roads south of Lieblin Park or south of Herring Cove.
