They may not need water because the cooling properties in a vacuum are different. I think it would have to be built underground though, because while space is extremely cold in the shadows, it's extremely hot in the sunlight.

Reactors require water to make steam which turn turbines that create power. The cooling part is secondary, but you need water to create power. It also must be purified prior to being added to the reactor and pressurized.

You can do that without using up the water. The heat converts the water to steam, and then the water is retained and recondensed and used over and over. Also, some newer designs use heated gas instead of water.

NASA’s actually running low on fuel for RTGs (plutonium 238), since the reactor that they used to produce it hasn’t been in operation since the 80s. I strongly suspect this is the main reason they want to use a fission reactor

Large nuclear plants on Earth work by dipping radioactive rods (which are very hot) into water to boil it. Steam makes turbines spin to make power. Extra water is needed to keep the rods cool so they don't meltdown.
