According to the description, the points are based on likes (at the time of judging, seems to be ~:58 in the hour). Ties seem to be ranked somewhat randomly, so if no questions are liked, it's random which one gets first place. I don't think there's any human intervention, fully automated.

"5 rocks are worth more than 4 rocks" doesn't signify (to me) that each rock among the five is worth more those from the four. If you call them five rocks, the verb is plural. Call them a pile of five rocks, the verb is singular. The verb performs the same function either way.

I know I'm late getting into this, but I think this may be another terminology issue. One person might be saying "central city" to mean "the center of the city" (aka "downtown"), another might be saying it to mean "the city in the center" (which I think you called the "anchor city" elsewhere).

On-screen text is usually translated in subtitles if it's important (like that headline in a newspaper that foreshadows an upcoming complication). I've only seen text translated diegetically in some modern Disney movies, such as Zootopia. Here're Brazilian and US screenshots of the same scene.

It's weird to think that "e" is in a different syllable from "m" in "emphasis". Don't most dictionaries put the accent mark at the end of the syllable rather than in the middle, e.g. em'phasis?

I noticed that at Fiddler's Green tonight. The women's restrooms had a long line, and the adjacent portapotties were all occupied; the men's restrooms were mostly empty, and I don't know if any of theirs were in use. Cyndi Lauper's audience may trend more female, but I bet that is only part of it.
