That also completely disproves your claim that the FD applied to cable channels. It never did. Even the one quote you keep repeating doesn't say it did; the citation it quoted was specifically for public access cable (origination cablecasting). You know, like Wayne's World. Not channels like CNN.

Conservative radio existed since the beginning of radio. Limbaugh was on while the FD was in effect. Fox News is a cable channel, and cable channels never were subject to the FD, nor could they be.
The FD applied to local broadcast stations as a whole, never individual programs. It was satisfied by said local broadcast stations showing a counterpoint show (half an hour say) on off hours on a Sunday morning. Nobody was reviewing news content for fairness or truth.

They settled that case with Dominion because Dominion filed a civil lawsuit against them for defamation. The FCC wasn't involved at all. If such regulations actually existed, the FCC would have been involved and fined Fox. They didn't because no such regulations exist.

Broadcast is defined as using the scarce spectrum (radiowaves). Cable doesn't use them, so the channels are not licensed.
