It's not really the opposite direction, because this would be a benefit heavily weighted towards rich people. The poorest 40% of Americans pay no federal income tax and would get no benefit from this policy.

Drug safety expert here, had to look up his full statements on FDA approval. The full context is that he wants FDA to approve drugs based on safety only and no longer require proof of efficacy. He wants the drug market to be like the supplement market.
I work in pharma, and Americans have no idea how many potential cures are at companies that have no revenue. The whole company exists because of government funding or a single round of private investment. Small biotechs are teetering on the edge of shutting down, and then those drugs are gone.
