The right actually has a formal mechanism for prioritization. They have a weekly meeting in DC at Grover Norquist's office where priorities are set, orders given, and assignments divvied up. It could easily be copied by the left.
One problem for the left, among so many, is any mechanism for prioritizing issues. Political opportunities are lost because energy is expended on hopeless issues or those that are not ripe at the expense of winnable issues that lack resources to become viable.
