I actually think they need to issue executive orders at the state level to reorganize the guard, and make it much harder to federalize them. Make these guard units into STATE guard not NATIONAL guard units. They should deputize them and call them State Troopers instead of soldiers.

One of the interesting things about Voyager is that, unlike some other captains, Janeway is this awesome leader with some deeply flawed thinking. She cracks a few times and does pretty questionable things (see Tuvix or Equinox, for instance). But she may still be my favorite.
It's a pretty intense episode, and I didn't 100% agree with Janeway's decision to leave it intact. But at least she puts a warning beacon out there. I love any of these episodes that start with a mystery, though. Like one of my other favorites is "Repression". Classic. I like the slow reveal.
