Bishop, a transgender woman, landed in solitary after her cellmate tried to sexually assault her. She was HIV-positive and, because of the assault, classified as “sexually active” — even though she was the victim and had been on medication making the virus undetectable and untransmissible.

After roughly 25,000 unredacted death records from 2019 to 2023 were made available online late last year, The Marshall Project checked them against independent sources on in-custody deaths, including news reports and academic research. We found at least 681 deaths missing from the federal count.
