Good news!? The Amtrak Borealis will be running limited operations starting tomorrow. The Borealis was canceled because of the Horizon recall, but will be back up and running limited service using Superliners.
Amtrak's Borealis passenger rail service between St. Paul and Chicago was canceled on Wednesday after Amtrak found a problem with the rail cars. Service is being replaced by buses.

Yes it would require congressional approval, but Republicans easily fall in line and if Trump and Elon want something they'll usually get it. Also Amtrak is kind of a private entity but requires government money to operate almost all routes.
