Another issue is speech bubbles. These also have a flow, and flipping the panel order means you have to consider: do I change the placement of the bubbles, and therefore what parts of the art are covered, or do I leave the bubbles in place and deal with the awkwardness that results?
Panels are often not drawn individually, and artists establish a visual flow throughout the page. If your eye is intended to be drawn through the right side of a panel, and you flip the panel order, that flow no longer works. Motion within panels often moves right to left; flipping messes with this
Mirroring the reading order means mirroring either the panel order or the entire page. This can render text on clothing or on objects/buildings illegible, disrupt continuity between panels, and mess with page compositions, among other things. Better to not degrade the work, even if slightly
