yep, that's pretty much the problem. but we're now in a situation where getting elected has completely perverse incentives that are totally at odds with good governance, with a hyper-polarized electorate, and I don't know what can reasonably be done about it

I agree with this in theory but I really don't think it's feasible to actually implement without a TON of work. Our systems are set up to assume a certain level of capacity, and if immigration to a desirable place gets opened wide up, those systems won't be able to handle the increased burden.
