Agree 100%. In Boston, specifically, there was an island with a lot of treatment and shelters ( not ideal, to be sure) but when the bridge became unsafe, an encampment cropped up near the old public hospital. That neighborhood had gentrified a lot and people are unhappy.

Interesting, my Dad lived in a similarly sized town in Maine which did not have police. They relied on the county sheriff. It was fine. Had an elementary school though. The next town over was bigger, had 3 police cars and spent a lot of time setting speed traps.
