And there are still people that use someone else’s SSN. About 20 years ago my brother had 5 people using his. They knew about them, took the money, but my brother got no credits. The immigrants then had no way to receive funds back.
You may have heard about the courthouse arrests. The people had legal status while awaiting case outcomes. The legal status is taken away at the hearing and the person is arrested on the spot. They thought it was normal checkins.
The lawfully group would be all those on temporary protected status such as the Venezuelans and Sudanese. It would include those that have work permits. Asylum seekers are not included at first. A lot of the people they are arresting had status at one point and that is why they track them with SSN.

My limited understanding is that immigrants can work and earn credits if they have legal status. They can collect on the credits if they become citizens. For American children, the parent may need a SSN to take the credit. This has advantages over people working under the table.
