This is a great article, long though. It does tackle usurping the weak top level controls and so on. It helps understand why those are not deeply rooted and there is no 'agency' in the LLM refusing to talk about difficult areas.
I actually think that is not possible. There's an incredibly thin veneer on the top of these LLMs that does a sort of weak sauce job of 'I can't give you QAnon theory websites' but you can get around those relatively easily.
