To be honest, I think the main idea was: "Ignore them until they are likely to escape their own system, at which point it's better to bring them into wider society before they start making trouble."
I having not read the books had no external frame of refrence. I love scifi, and so I rewatched it many times, having fun piecing together what was was happening. Sure Lynch wasn't even happy with it, but it still captured my imagination and gave me ideas. I think that is worth something.
