I live in Chicago burbs, and go into city frequently, and know several college students there. It's not a den of crime, students have been there for years with no issues beyond being yelled at by crazies, and no one feels safer having to walk by poorly trained armed occupation force every block.

When people are incented only to meet quotas, they're not too fastidious about where they look. ICE will not collect 3,000 people per day by going where people aren't. Suspect they heard that ship crews are largely foreign (true on ocean ships, not Chicago) and are going after them.
