My hunch (and it’s only a hunch) is that city leaders in Kerrville and county leaders in Kerr County had WEA alerts on their phones deactivated, were not using NOAA Weather Radios and were depending on “X” to get their warning info. SM is a very bad method to obtain critical life saving info.
Warning mets use a system called AWIPS to issue watches and warnings. It's basically a series of drop down menus, there's some data entry and you push a button. Then -- the warning is "in". It's transmitted through all available systems connected to the system. NWS didn't miss a watch/warning.
