She's whacked out, I'm afraid. She lives two doors down and when we first moved here, the people in between had two stray cats they saved. This same neighbor threatened to kill them because they went in her yard. I loved their cats, they were excellent vermin killers. I noticed when they moved. :)
I said they weren't bothering me and to maybe just chill out on that. She called the cops and they got rousted. The next day I saw the same RV broken down on the freeway and it really pissed me off she did that to them. I haven't talked to her since.
In the summer of 2020 amid layoffs and other hardships, we saw a lot of folks living like this all of a sudden. My neighbor came over and was like "someone is living in their RV parked behind us". I asked if there was a reason she's telling me this. "I'm calling the cops to have them removed" :(
