what’s the evidence of that? California spends more on harm reduction than any other state. the state senate announced a bill (SB 634) protecting homeless people and prohibiting penalties against them for camping in public. They launched the SAFE task force to focus on wrap around services

yes the homeless epidemic is a terrible issue in this country with an array of factors and variables: housing shortages, substance abuse, mental health, job opportunities, crime. Much more resources need to be allocated towards it. But in the meantime I think trying something is better than nothing
