Racism is protected speech so the police are required by law both to protect them and not to intervene - no matter the administration. They were doing this in the 90s under Bill Clinton and under Obama too.
I don't really care that much about what he said per se but this is oddly out of character for him.

I don't see anything inconsistent with that. He's literally saying "maybe a little bit of gentrification is good" and "maybe we just make it 'safer' and 'more convenient'" In the context of a passive aggressive Minnesotan this translates in native New Yorker to "fuck that and fuck you."
