That requires specificity opens up a bunch of other issues though. You'd never be able to say "Trump says" without following with a direct quote again, which seems cumbersome. "We interpreted Trump's words to mean" doesn't read as well as "Trump says" Seems unnecessary.
If someone says "well as I said in my email" I know what that means, and if I respond with "um, you typed, you didn't say" (since typing and writing are different too!) I'd rightfully get sternum punched.
Yeah it'd be nice, but we've never held anyone else to that standard. "Says" doesn't imply spoken word to me. It's just a general replacement for a hundred different verbs.
