Yes she pays council tax and lives some of the time in the Ashton house, but you don't need to own a property to do either of those things It sounds to me like an amicable divorce arrangement, where she gives up her share of the house so her children have a place to stay and she can visit

My grandson (2) and my sisterās 2 great grandsons (1&2) will all benefit from the 30 hours free childcare. Allowing my daughter and great niece to work 3 full days. Both are on minimum wage but the boost to their family incomes is significant. This is the difference with Labour
