It will be no different in 2025. Tariffs are import taxes. They must be paid by importers. Faced with this increase in their costs, importers pass the cost of tariffs on to their customers in the form of price increases.

This is not a matter of speculation. A study of Trump’s 2018 tariffs in the Journal of Economic Perspectives reports that these tariffs “were almost completely passed through into US domestic prices in 2018, so that the entire incidence of the tariffs fell on domestic consumers and importers.”

Genius negotiator Trump threatens Russia with tariffs. But tariffs are taxes on imports, and the US imports almost nothing from Russia. In 2024, US imports from Russia were about the same as imports from Sri Lanka. There is literally nothing to place tariffs on!

When a US company imports goods that are subject to tariff, the US company must pay the tariff in order to receive the goods. They will pass this additional cost on the consumers.
