This is not a matter of speculation. A study of Trump’s 2018 tariffs in the Journal of Economic Perspectives reports that these tariffs “were almost completely passed through into US domestic prices in 2018, so that the entire incidence of the tariffs fell on domestic consumers and importers.”
With Trump boasting of the billions of dollars that will flow into the treasury as a result of his tariffs, this is a good time to recall that every penny of this windfall will be sucked out of the pockets of US companies and US consumers.

So please, let’s be clear. Tariffs imposed on imported goods are paid by US companies and US consumers. This is not a partisan opinion. This is simply reality.
When a US company imports goods that are subject to tariff, the US company must pay the tariff in order to receive the goods. They will pass this additional cost on the consumers.
But it is not our trading partners that will pay Trump’s tariffs. Tariffs are a tax on imports, not a tax on exporters or exporting countries.
