we have more than enough water
It's a rustic 'fountain' that cycles the natural spring water back through the drain sticking up at the far end. It can also be turned off any time (ie: winter) by way of the spigot handle on the tap. No water is being "wasted".
and everywhere in switzerland you are invited to drink that water. otherwise there should be as sign. usually you can drink the fountains water in austria, northern italy and germany

It's a well that was "piped" and redirected to this wooden tub, so it provides easy access to drinking water for people and cattle. The tap has to be open to keep it free of bacteria.

That's likely a well, or a tapped spring. Unless there's a drought, the water is, for all intents and purposes, infinite.
Wells can dry out. Water recycles forever but much of our water is undrinkable (e.g., seawater). It's drinkable water that we have shortages of.
I have a 1500 gallon cistern that is fed by a spring. It overflows 10-11 months out of the year. We also have to have it tested yearly, and our water is purer than city water. This thing is in the mountains. Their water is likely purer and more abundant than mine is.

I used to stay in a cabin in the smokie mountains. The water came in a pipe from a spring that ran continuously into a river. The kitchen sink ran all the time, partly so it wouldn’t freeze but also because it didn’t matter. Some places on earth just have free flowing water

I've had wells previously and never heard of such a thing. That's a sign of a problem with the pump.
It's a natural well, no pumps needed. It just flows 24/7. During wintertime it maybe shut off somewhere at the begining of the pipe and flow on a natural way to prevent the pipes from bursting.
