Deportation is the result of due process where a Judge orders someone to leave the US. Anything else is kidnapping and illegal “human traffic”.

The reason that one parent traveling with a minor internationally needs permission from other parent to do so is to avoid parental kidnapping. ICE facilitated the "kidnapping." The child couldn't be "deported" as she's a US citizen.
