And yet, nobody in US society is questioning whether it's a good idea for every city to have a heavily-armed murder squad which can be launched by anyone at all merely by making a phone call.
There are around 18,000 law enforcement agencies in the USA. Everything is carceral. You cannot interact with the government without interacting with police; this includes walking outside.
