Appeal to MSPB (EEOC if you are in a protected class). Ask OHCS what your rights are (in normal times). I know it means nothing now, but filing within normal deadlines and keeping a record could mean backpay if or when this nightmare is over.

wrong on so many levels, i encountered a whiff of this when my former employer "surplused" me and i got a letter six months later saying they'd overpaid me commissions to the tune of a few thousand dollars, and i owed it back to them by years' end. (but that wasn't salary, it was at-risk money.)
