As someone who works in shipping, I can tell you the vast majority of people think that logistics work like they do in command and conquer games. All you need to do is feed rocks into a refinery and you can spit out men and material anywhere in the world easy.

This is assuming that the goal is actually policing. The goal is a show of force, so personnel will be in select areas at select times to keep their numbers more impressive for the media. 500 for a state, in the largest city in a few blocks downtown all at once is intimidating.
