I think two things are going on here. Obviously the grand juries are objecting to BS charges. But I think another aspect is that the DOJ is being purged of good lawyers and replaced w people who cant do simple things like persuade a grand jury.

This was a case in which police said someone drove onto the Mall, then scuffled with the Park Police officer who stopped him, then ran and was apprehended by DC guardsmen after a brief foot chase.
DOJ has now charged the man whose assault case was no-billed by a federal grand jury with drug possession in local court in D.C. he walked into court this afternoon to be arraigned on the charge and left in handcuffs.

Indictment rates are normally extremely high -- career prosecutors simply don't go to a Grand Jury if they don't have the evidence. But now we have hacks and henchmen running the show. Good on the courts for holding the line -- where they can.

Grand juries serve for months and are pulled from the local community. The majority of people who live in DC are not white and the white population is extremely liberal. Even if they tried, the demographics of the pool of jurors would make it impossible
Our new US attorney also discovered with the Sidney Lori Reid case that there’s a thirty day clock. Tried to get a felony indictment with three different DC grand juries and a judge shut down further attempts.

No they dismissed the case but reserved the right to charge him again sometime in the future. Presumably they think they’ll get more favorable grand juries some day down the line (they won’t. Public outrage over these overcharged bullshit lies is only growing)

The last two times I was in court watching potential jurors ahead of me do voir dire, they didn't get to me but would've kicked me off if they had - an auto accident insurance case in NJ, and a domestic violence one where they asked if you thought cops ever lied.

The charges against Mr. Summers were based on an allegation made by one officer who was wearing a body-worn camera. That officer’s testimony was rejected by the grand jury, presumably after reviewing body-worn camera video. Hm. The old "He said, The Camera shows" argument.
