Not for college apps specifically, but mostly administering health related surveys or in one case someone setting up a Grindr profile. I also have struggled as an epidemiologist with categorizing people who put some version of “middle eastern” in the “other” text box for race/eth.

I have worked in parts of Africa and those not of African descent know the difference (especially since he spent the majority of his life here). Am I mad he tried to game his application? No, also checking black doesn’t apparently just get you in.
I can't speak for Zohran, but it's not uncommon for me to have students who aren't sure what to answer on those forms, especially if they come from a diaspora community in Africa or the Caribbean, or from the Middle East. I tell them, choose what makes the most sense to you.
Absolutely they all had stories of how checking this box caused some unexpected results. African isn’t African American. And all my colleagues understood they weren’t what western society expected. These are either wealthy student (in Africa) or people familiar with western culture.
We were having this conversation because I was a minority true “African American” in a setting that was outside the US and they felt comfortable having that conversation.
