Ironically, tariffs are covered in the Constitution under in Article I, Section 8 which grants Congress the sole authority to impose tariffs and collect duties. For the time being, get ready for more inflated costs 'cuz Americans are going to have to cover these costs.

Domestic producers (given the cost increased via tariffs for imports) may increase the prices for what they sell (presumably to cover any tariffed parts in their products/services). To be competitive, producers may also push for automation to reduce the production costs, so jobs may not follow.

However, over time, Congress has enacted laws that delegate some authority to the president to adjust tariff rates in specific circumstances. Effectively, a president does not have the legal authority to enact tariffs on countries. Further, tariffs are paid by importers rather than countries.
